Licensing and Enforcement System

Licensing and Enforcement System here on referred as LES is an evolved project from 2008, in collaboration with TransAD and Al Tarmez Digit System Technology LLC here on DSTME. The project started with a handheld terminal to issue violation ticket to taxi and driver which evolved to the automated process of Licensing and Enforcement LES is a unified system with more than 24 modules tightly integrated with each other. Vehicle Licensing was developed as an application and later added to LES as a Module. The system is critical and plays a crucial part in providing mission critical data such as financial data to Department of Finance and more over legal data to Abu Dhabi Police.

    • Every configuration Is managed as a system setup which is capable of managing the change at any level
    • The whole system is integrated with all the modules and work together
    • Every module has a configuration section, transaction section and Reporting section
    • System is designed in a way that user related task from whole module is shown in a single window – The User Action Queue
    • Every user had a Role and based on the role system permitted the entry and view to the high level data in it
  • Real time insight on every process and drill down log of every transaction was available from system
  • Questionnaire was created based on the driver past performance and from the previous record analysis
  • Question bank was created to make the question creation random to avoid repetitive questions
  • Written exam was shifted from paper to touch screen
  • Every driver in the exam hall had a different set of questionnaire generated only at the start of the exam, no manual control was there in questionnaire creation
  • Exam result was generated at the end of every exam and was transparent.
  • Training materials and systematic training management was implemented, hence full control of the training status was available real-time from the system
  • Inspector schedule was integrated with TA system and activity of the inspector was tracked and geo-fencing mechanism to restrict inspector in their on allocated zone was implemented
  • Online inspection of vehicle through tablet was implemented.
  • Verification of document was made online
  • Quality management of vehicle & drivers where handled through online tablet hence improving the quality of vehicle/drivers on road
  • Any backward history and log was available from system and KPI was calculated by system on the basis of employee performance.
    Posting to MS GP was automatic and log for every invoice was maintained in system and can be audited by user
